Unfortunately this beach is surounded by a 3 metre tall razor wire fence and patrolled regularly in case of a North Korean beach invasion. You could possibly get over the fence on your own but you risk being shot as a North Korean spy if the guards notice you surfing. Your best bet is to seek permission from the nearest base which shouldn't be hard to find because there is one every 5 kilometres along this stretch of coast.
