You take the Panamerican highway to the Province of Rivas...once you pass the Ochomogo bridge take a right to get on the chacocente road to las salinas..there should be signs for the beach and for small surf hotels and surf camps.
The surf spot is just on the beach Playa Guasacate in front of the village (even if the village's name is Popoyo and the majority of people also calls the beach with tha same name, Popoyo Beach is the next southern beach). Just pass through one of the public access from the main road.
